The Sanctuary is the otherworldly realm in which the Watchers dwell. It is outside time, and cannot be entered by mortals. The only human to ever enter the Sanctuary is Lucia Damora, and only because she was, at the time, pregnant with the child of an exiled Watcher, who was a former immortal and resident of the Sanctuary.
